First Time in Dubai: The Short Answer
Written by an operator who works here, using the government’s own wording for the rules and the RTA’s own numbers for the fares.
- How much cash should I carry in Dubai?: Less than you would think, but not none. Abu Dhabi’s official tourism site states the dirham is divided into 100 fils and pegged at one United States dollar to 3.6725 dirhams, that credit and debit cards are widely accepted, and that ATMs are easy to find in malls, supermarkets, petrol stations and the airport, while smaller shops and souks may not have a card machine (visitabudhabi.ae).
- When is the best time of year to visit Dubai?: The cool half of the year is when outdoor Dubai actually works: rooftop dinners, beach mornings and dune drives at a temperature you enjoy rather than endure.
- What is the best time of year to visit Dubai?: November to March. April and October are the value window, hot but manageable, with fewer people and lower rates.
- Is Dubai safe for tourists?: Street crime is very low and the tourist areas are busy and well lit late into the night. The risks in Dubai are legal rather than physical, public drunkenness, public affection and photographing strangers cause far more trouble for visitors than crime does.
- What should I know before visiting Dubai for the first time?: Five things. Dress modestly away from the beach and pool, hold hands but do not kiss in public, do not drink alcohol in public or without a licence, do not photograph people without asking, and buy a nol card in your first hour.

Quick answer, the five things that matter: dress modestly away from the beach and the pool; hold hands but do not kiss in public; do not drink alcohol in public or without a licence; do not photograph people without asking; and get a nol card at the airport if you are staying more than a day.
Everything else you have read is either detail or somebody’s blog. The five above come from the UAE government’s own social responsibility page, quoted below.
The rules that are actually real
These are quoted directly from u.ae, the official platform of the UAE government. Not paraphrased, not softened.
| Subject | What the government actually says |
|---|---|
| Affection in public | “Holding hands is acceptable but kissing and hugging in the public is not.” |
| Dress | “Visitors to the UAE should dress modestly, particularly in conservative areas.” Clothing “should not be transparent, indecently exposing parts of the body.” |
| Nudity | “Any form of nudity is strictly forbidden; including topless sunbathing.” |
| Alcohol | “It is a punishable offence to drink alcohol without a licence or to be under the influence of alcohol in public.” |
| Photography | “Do not photograph people without their permission.” |
| General conduct | “Noise disruptions, bad language, making obscene gestures and showing disrespect in any way to the UAE, its leaders or religion are all forbidden.” |
In practice this is far less restrictive than it sounds. Shorts and t-shirts are completely normal in malls, on the Metro and at the beach. What the rules are really asking is that you do not behave in public the way you might at a music festival, and that you cover shoulders and knees at a mosque or in an old souk. Alcohol is served freely in licensed hotels and bars; the offence is being drunk in the street, not having a drink.
What we are not going to repeat
Search “Dubai rules for tourists” and you will find confident lists including a “3000 dirham rule”, precise fines for specific gestures, and detailed customs allowances down to the cigarette.
We checked the official portal and it does not publish those. The u.ae customs page tells travellers to consult the customs authority directly and does not state a cash declaration threshold, a cigarette allowance or an alcohol allowance. So we are not going to put a number on this page and dress it up as official.
If you need a customs figure, get it from UAE customs directly before you fly. If a blog quotes you an exact fine for an exact gesture with no link to a law, treat it as a story rather than a rule.
Getting out of the airport
Your first decision in Dubai, and the one most first-timers overpay on. All figures official.
| Option | Cost | Best when |
|---|---|---|
| Metro Red Line | USD 0.82 / AED 3 to 7.50 by zone | Hand luggage, in Metro hours, destination near the line |
| Airport taxi | From USD 5 / AED 20, then the meter | Any hour, any luggage, no planning needed |
| E-hail app | From USD 2.45 / AED 9 to 13 start | You want the total before you accept |
| Pre-booked private car | USD 218 / AED 799 per car, up to 7 | Group, lots of bags, very late arrival, fixed cost needed |
Two traps worth knowing. The Metro serves Terminals 1 and 3 only: Terminal 2 has no station. And on Sundays the Metro does not open until 8 AM, which catches out a lot of early arrivals. Full detail on the airport to Downtown page and the taxi fare page.
Getting around once you are here
Buy a nol card at the airport or any Metro station. It works on the Metro, tram and buses, and it is the single best thing a first-timer can do in their first hour.
| Journey | Silver nol | Red ticket |
|---|---|---|
| Within 1 zone | USD 0.82 / AED 3 | USD 1.09 / AED 4 |
| 2 adjacent zones | USD 1.36 / AED 5 | USD 1.63 / AED 6 |
| More than 2 zones | USD 2.04 / AED 7.50 | USD 2.31 / AED 8.50 |
A Silver 7-day pass is USD 16.35 / AED 60 for one zone, USD 22 / AED 80 for two and USD 30 / AED 110 for all zones. Children aged 5 and under travel free. Taxis flagged on the street start at USD 1.36 / AED 5, or USD 1.50 / AED 5.5 overnight, cheap by international standards, and card payment is standard.
What the RTA does not publish is the per-kilometre taxi rate, the minimum fare or the waiting charge. So nobody can tell you exactly what a given taxi ride will cost, including the fare calculators that claim to.
What things actually cost
Dubai has a reputation for being expensive. It is expensive in the places that advertise, and startlingly cheap in the places that do not.
| Thing | Real price |
|---|---|
| Abra across Dubai Creek | USD 0.27 / AED 1 per person |
| Metro ride | USD 0.82 / AED 3 to 7.50 |
| Dubai Fountain show | Free from the promenade and the Souk Al Bahar bridge |
| Shared desert safari | From USD 10 / AED 35 per person, dinner and shows included |
| Private half-day city tour | USD 190 / AED 699 per car, up to 7 people |
| Airport transfer, private | USD 218 / AED 799 per car |
| Left luggage at DXB | From USD 10 / AED 35 per 12 hours |
The pattern is that transport, street food and the old city are cheap, and anything with a view or a ticket booth is not. A first-timer who uses the Metro and the abra and eats in Deira spends a fraction of what a first-timer who taxis everywhere and eats in Downtown spends, with a better trip.
When to come, and what summer is really like
| Months | What it is like | Verdict |
|---|---|---|
| November to March | Warm days, cool evenings, everything outdoors works | The season. Book early. |
| April and October | Hot but manageable, fewer people, lower hotel rates | The value window |
| May and September | Very hot, outdoor plans need to move to early or late | Workable with planning |
| June to August | Extreme. Outdoors is genuinely unpleasant in daylight | Indoor trip, or come another time |
If your dates are fixed in July, the trip is still good, it just becomes a mall, museum and evening trip. Desert and city tours move to sunrise or after dark. Nobody should be walking the Marina at 2 PM in August.
Six mistakes first-timers make
- Taxiing everywhere. The Red Line covers Downtown, Business Bay, DIFC, Deira and the Marina. Traffic on Sheikh Zayed Road is worse than you expect and the Metro is not in it.
- Booking the desert safari for the last night. Do it early in the trip. If you love it you can go back, and if the weather turns you have spare days.
- Missing Old Dubai entirely. The abra costs one dirham and the Creek is the reason the city exists. Skipping it for another mall is the biggest waste in Dubai tourism.
- Dressing for the rules instead of the heat. Modest does not mean covered head to toe. Light, loose, long is both respectful and cooler than shorts in June.
- Paying for views three times. The Burj Khalifa deck, the Frame and a rooftop bar are the same city from different heights. Pick one.
- Not carrying a card and small notes. Cards work almost everywhere including taxis, but the abra, the souks and small cafés are cash.

First time in Dubai: FAQ
What should I know before visiting Dubai for the first time?
Five things. Dress modestly away from the beach and pool, hold hands but do not kiss in public, do not drink alcohol in public or without a licence, do not photograph people without asking, and buy a nol card in your first hour. All five come from the UAE government portal, u.ae.
What is the dress code for tourists in Dubai?
The official wording is that visitors “should dress modestly, particularly in conservative areas” and that clothing “should not be transparent, indecently exposing parts of the body”. In practice shorts and t-shirts are normal in malls, on the Metro and at the beach. Cover shoulders and knees at a mosque or in an old souk.
Can you drink alcohol in Dubai as a tourist?
Alcohol is served in licensed hotels, bars and restaurants. The official rule is that “it is a punishable offence to drink alcohol without a licence or to be under the influence of alcohol in public”. The offence is drinking in the street or being drunk in public, not having a drink in a licensed venue.
Can couples hold hands in Dubai?
Yes. The government wording is direct: “Holding hands is acceptable but kissing and hugging in the public is not.”
Can I take photos of people in Dubai?
Not without asking. The official guidance says plainly “do not photograph people without their permission”. This matters most in souks and at the beach.
What is the 3000 dirham rule in Dubai?
We are not going to answer that with a number. We checked the official UAE portal and it does not publish a rule under that name, and its customs page tells travellers to consult the customs authority directly rather than quoting thresholds. If you need a customs or currency figure, get it from UAE customs before you fly.
Is Dubai expensive for tourists?
It is expensive where it advertises and cheap where it does not. The abra across the Creek is USD 0.27 / AED 1, a Metro ride is USD 0.82 / AED 3 to 7.50, and the Dubai Fountain is free. Hotel views, observation decks and Downtown restaurants are where the money goes.
What is the best time of year to visit Dubai?
November to March. April and October are the value window, hot but manageable, with fewer people and lower rates. June to August is extreme in daylight and turns the trip into an indoor and evening one.
How do I get from Dubai Airport to my hotel?
Metro Red Line from Terminals 1 and 3 at USD 0.82 / AED 3 to 7.50, a taxi from the rank starting at USD 5 / AED 20, an e-hail app from USD 2.45 / AED 9 to 13, or a pre-booked private car at USD 218 / AED 799. Terminal 2 has no Metro station and the Metro does not open until 8 AM on Sundays.
Do I need a nol card in Dubai?
If you are staying more than a day, yes. It works on the Metro, tram and buses and you can buy one at the airport or any station. A Silver 7-day pass is USD 16.35 / AED 60 for one zone and USD 30 / AED 110 for all zones.
Is Dubai safe for tourists?
Street crime is very low and the tourist areas are busy and well lit late into the night. The risks in Dubai are legal rather than physical, public drunkenness, public affection and photographing strangers cause far more trouble for visitors than crime does.
Can women wear shorts in Dubai?
Yes, in malls, on the Metro, on the beach and in the tourist areas. Cover shoulders and knees for a mosque visit or an old souk. There is no requirement to cover your hair anywhere except inside a mosque.
How many days do you need in Dubai?
Three full days covers the city, the desert and Old Dubai without rushing. Four or five lets you add Hatta or a slower pace. Two is enough for a first look if you plan tightly.
What should I not miss on a first trip?
Old Dubai and the Creek, which most first-timers skip in favour of another mall, and one evening in the desert. Those two are the things people remember. The observation decks are impressive but interchangeable.
